CHIEF OF POLICE - UC BERKELEY
The Chief of Police leads the University of California Police Department (UCPD), which provides high-quality, professional crime prevention, protection, and law enforcement services to maintain and promote personal safety and the security of property for the Berkeley campus and its associated locations. The department supports the achievement of the academic, research and public service missions of the University through the direct provision of traditional law enforcement and emergency services and the design and delivery of pro-active educational, outreach and crime prevention programs for a broad and diverse campus community. UCPD provides these services, develops its programs, and trains its sworn and civilian staff with sensitivity to the unique concerns of the University and Berkeley community.
The Chief sets direction for the Police Department through the establishment of goals and initiatives, the coordination of departmental activities, and the effective utilization and deployment of resources, and has management responsibility for 130 FTE, and an operating budget of $13.5 million. The Chief reports to the Vice Chancellor-Administration, who is the chief administrative and financial officer of the Berkeley Campus.
Working with an Assistant Chief and three Lieutenants, the Chief manages a 24 hour operation responsible for preventing and investigating crime, enforcing the law, and resolving conflict within the campus environment. In addition, the Police Department fulfills a critical role in planning for, responding to and managing campus emergencies, threats, events, and demonstrations including coordinating Homeland Security efforts for the campus. The department's jurisdiction include property, facilities and equipment on the central campus and at remote sites such as Lawrence Berkeley Laboratory, University Village, the Richmond Field Station and sites in the Berkeley hills and nearby municipalities.
Major Functions:
The Chief oversees a police department which consists of the following divisions:
Field Operations
Responsible for police and security guard services, preventing crime, enforcing the law, investigating crime, and resolving conflict within the campus environment. Fulfills a critical role in planning for, responding to, and managing campus events and demonstrations. Provides specialized services including dignitary protection, threat management, tactical incident response, bomb response and canine services. Coordinates Homeland Security efforts for the campus.
Administration, Training, Dispatch and Records
Recruits, hires and trains departmental employees. Provides a first point of contact for police services on a 24/7 basis and is the primary after hours and weekend contact for
the entire campus. Facilitates police response to calls for service and security situations, in addition to responding to personnel complaints. Provides fingerprinting services to campus and the surrounding community. Securely maintains and manages all police records, Lost & Found property and police evidence.
Safety, Crime Prevention & Emergency Preparedness
Responsible for campus safety programs including BEARWALK, OWL Service, blue light emergency phones, educational outreach and coordination of Night Safety Shuttle. Responsible for coordinating campus Annual Report submissions, monthly Uniform Crime Reports, and federally mandated Clery reporting. Manages campus access (key and card key) control, video security and alarm systems. Prepares for disasters including campus emergency preparedness training and wildlands fire mitigation programs.
The Chief of Police participates on numerous campus-wide administrative committees including the Community Affairs Working Group, Investigations Work Group, Fingerprint Review Committee, and Events Management Operations Group. The Chief also represents the campus on the system wide UC Council of Chiefs and is a member of the Alameda County Police Chiefs Association and the International Council of Law Enforcement Executives.
The Chief coordinates departmental activities with other law enforcement agencies at the municipal, county, state and federal levels within the region and works with other governmental agencies, such as the Department of Energy, on a wide range of issues. Of special importance, because of overlapping jurisdictions, is the maintenance of a collaborative working relationship with the City of Berkeley.
Authority and Decision-making:
The Chief is the Emergency Operations Center Manager for the campus and in the event of an emergency situation (i.e., earthquake, fire, and active shooter) directs the campus response and deployment of all campus resources.
The most complex or unusual problems that the Chief is called upon to solve often involve demonstrations/civil disobedience such as the occupation of trees by protesters who oppose a campus construction project. Other cases may involve highly sensitive criminal investigations regarding staff or faculty such as embezzlement or other criminal behavior, or threats against animal researchers or visiting dignitaries. It may be necessary to respond to highly volatile and violent acts that endanger the campus community and which could involve the use of lethal force by the Police Department.
The Chief is the ultimate authority within the department for all programs, functions, activities, and processes. The Chief consults with the Vice Chancellor regarding high profile situations that might lead to media attention and the proposed security plan, as well discussing options when available. The security plan has to fit the offense/threat (if plans are miscalculated, chances are that security will fail), address the victim's needs or risk characteristics, and efficiently muster and deploy resources to cover the event. The threat may be scheduled to begin within a short time period and may have varying probabilities of duration that need to be considered and addressed.
Knowledge, Skills, Abilities, and Other Requirements
The Chief must be a sworn Police Officer with either California POST certifications (management and advanced) or with equivalent certifications and the ability to obtain California POST certifications within one year of hire. The Chief must have a Bachelor's degree or equivalent combination of education and experience, and have a proven track record of successful law enforcement management. The Chief must have working knowledge of the California Legal Code, understanding of management methods and philosophies, specific law enforcement practices and legal issues, and related financial and budgeting issues. All the skills necessary for traditional law enforcement management, a deep understanding of applicable code, and the ability to read people and situations to determine the best course of action are required.
In addition, Berkeley's Chief of Police must understand the unique culture of a sophisticated, academic environment and at the same time be able to communicate the needs and attitudes of faculty, staff and students to traditional law enforcement personnel. The Chief must be able to manage a multicultural workforce, respond to constantly changing financial situations and adjust to changing management styles within the campus leadership. Finally, the Chief must have unquestionable integrity and be a proven leader.
Note: Muss pass an extensive background check including criminal history and identity check as well as medical and psychological examinations and a drug test. Involves occasional evening, weekend, and holiday work. Maintain a valid California driver's license and a clean DMV record.
